A recently released report by the nonpartisan NewAmerica Foundation has recommended steps to expand, improve, and ensure the future sustainability of the Pell Grant program. The program provides need-based grants, which unlike loans do not have to be repaid, to low-income undergraduate and certain graduate students to promote access to postsecondary education. In his first term, President Obama relaxed eligibility requirements for the program and increased the maximum award, but the economic downturn led to more people qualifying for the grant and returning to school to earn degrees.
