In October 1998, the European Union (EU) Commission and its member states initiated an unofficial moratorium on the approval of importation of genetically modified organisms (GMOs) while the governments researched and promulgated new regulations on the subject. On May 13, 2003, the United States, Argentina, and Canada filed a complaint against the EU before the World Trade Organization (WTO), alleging this refusal to grant new approvals violated WTO trade agreements.
