The following month, Naomi Zivtofsky applied for a passport for her child at the U.S. embassy in Tel Aviv and requested that the nation of birth be listed as Israel. Based on U.S. State Department policy reflecting the contested status of the city, her request was denied and only “Jerusalem” was listed on the passport.
