The following is a summary of H.R. 3409, the Coal Miner Employment and Domestic Energy Infrastructure Protection Act, also known as the Stop the War on Coal Act. Title I — Limitation on Authority to Issue Regulations Under the Surface Mining Control and Reclamation Act of 1977.
