Clyde Reed is the pastor of Good News Church, a small Christian congregation located in Gilbert, Arizona. One of the ways Reed’s church attracts new members is by placing 6-square-foot signs on public land offering information on the time and place of its services, which are held in rented spaces and can change locations frequently. Starting in 2005, the town of Gilbert began regulating the duration for which Good News Church’s signs could be displayed, classifying them as “qualifying event signs.” This meant they could only be posted two hours before the church services and had to be removed one…
