In 2011, the Wisconsin State government — controlled by Republicans — underwent a decennial redrawing of boundaries of its legislative districts to reflect the results of the 2010 census. Using sophisticated analytic software, they crafted State senate and assembly seats that would maximize their party’s representation in the capital. Their plan seemed to work in the 2012 elections, when Republicans received 48.6 percent of the statewide vote but won 60 percent of the seats in the Wisconsin assembly.
