In the early morning hours of March 16, 2008, police descended on a house in a Washington, D.C., neighborhood known to contain unoccupied or abandoned homes, after receiving reports of a raucous party. When they arrived, they found the sparsely furnished home full of revelers, scantily clad women, and copious amounts of alcohol.
