Nationwide protests jolted Congress into action
In the years after the controversial Violent Crime Control and Law Enforcement Act of 1994, commonly known as the crime bill, Congress has not enacted substantive policing or criminal justice reform. The bipartisan FIRST STEP Act of 2018 marked the first major push on criminal justice in years and came after years of negotiation between Congress, the White House and advocacy groups.
