Mayor Carter is the 46th mayor of the City of Saint Paul, Minnesota. Prior to taking office, he worked in various capacities to promote civic engagement, training political candidates, community organizers and campaign staff in over 30 states. From 2008 to 2013, he served on the Saint Paul City Council and worked to address some of the city’s most pressing issues. He helped to form the city’s Department of Human Rights and Equal Economic Opportunity and rewrote the city’s guidelines on the use of force for tasers.
