The Heritage Foundation, founded in 1973, is a prominent conservative think tank based in Washington, D.C. Heritage aims to advance principles of free enterprise, traditional American values, individual freedom and a strong national defense. Zack Smith is a legal fellow in the Edwin Meese III Center for Legal and Judicial Studies at Heritage.
