Christopher and Kimberly Garnier are longtime residents of the San Diego, California, area. Both they and their three children attended school in the Poway Unified School District. The Garniers regularly interacted with the district’s school board, attending meetings and sending correspondence through postal mail and email. They were particularly interested in issues of financial mismanagement and racism.
