In 1964, a Federal panel of child development experts drew up a plan to help communities meet the needs of economically disadvantaged preschool children. The panel’s report became the blueprint for the Head Start program. Launched as an eight-week summer project by the U.S. Office of Economic Opportunity, Head Start was designed to help break the cycle of poverty by providing preschool children of low-income families with a comprehensive program to meet their emotional, social, health, and nutritional needs.
