While the terrorist attacks of September 11, 2001, revealed flaws in our Nation’s security system, the response to those attacks has tested America’s core freedoms. Just weeks after September 11, Congress passed and President Bush signed the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act — more familiarly known as the USA PATRIOT Act. The intent of the Act was to enable the government to investigate potential terrorists more effectively.
