Delegate Norton was first elected as delegate from the District of Columbia in 1990. She served as an Assistant Legal Director of the American Civil Liberties Union from 1965 to 1970, as a member of the Human Rights Commission from 1970 to 1977, as a member of the Equal Employment Opportunity Commission from 1977 to 1981, and as a Senior Fellow at the Urban Institute from 1981 to 1982. Since 1982, she has been a Professor at the Georgetown University Law Center.
