Kane, Jr., a teacher at Wyoming Valley High School and president of the local bargaining unit of the Pennsylvania Teachers’ Union, and Gloria Bartnicki, the union’s chief negotiator had a phone conversation about strategy to use during ongoing teacher-salary negotiations. During the conversation, Kane said they would have to "blow off" the porches of opposing school board members if they didn’t give in. Kane and Bartnicki also exchanged phone numbers. Unbeknownst to the two, their conversation was being recorded by someone picking up the signal transmitted from Bartnicki’s cellular…
