Lee Levine, Counsel of Record Jack Yokum anonymously received an audiotape recording of an intercepted cellular telephone conversation between a teacher at Wyoming Valley West High School, Anthony F. Kane, Jr., and the Pennsylvania State Education Association’s chief negotiator, Gloria Bartnicki. During the May 1993 call, the two discussed strategy to be used in the ongoing teacher salary negotiations with Wyoming Valley’s local school board.
