Article I, Section 2, Clause 3 of the U.S. Constitution mandates that an "actual enumeration" of the country’s population be taken by order of Congress every 10 years, "in such as a manner as they shall by law direct." These figures are used for many purposes, including demographic research and distribution of Federal funds, but most significantly, they determine the allocation of seats in the U.S. House of Representatives.
