Backstrom, Counsel of Record The State of Minnesota appealed the Minnesota Supreme Court decision overturning the convictions of Wayne Thomas Carter and Melvin Johns to the U.S. Supreme Court. Mr. Backstrom has been the County Attorney in Dakota County, Minnesota, since 1987. He previously served as an Assistant Dakota County Attorney for nine years, heading the Office of Civil Division for five of those years.
