When Nancy Reagan launched her "Just Say No" campaign in the 1980s, the issue of drug use by American youth moved to the forefront of the public mind. Many schools have taken direct measures to combat illegal narcotics, including the use of surveillance cameras in school hallways, specially trained dogs to sniff lockers, and counseling programs for at-risk children. Recently, some school districts have implemented another tactic: testing students for drugs. The education bill President George W.
