Following the decennial census in 2000, State legislatures began their constitutional duty to draw new congressional districts to take into account population changes. In several States, there were vocal complaints that partisan legislatures had designed maps that were contorted and drawn purely to maximize political benefit for the majority party.Anger surrounding the partisan drawing of congressional maps is not a new phenomenon, however. The term that describes such a practice, "gerrymandering," dates back to 1812, and State legislatures have long attempted to craft maps that tilt the playing field toward the drawing party.A recent development, however, is the creation of…
