Jones, Counsel of Record On the night of March 29, 2001, 19-year-old Victor Harris was clocked by a Coweta County, Georgia, deputy sheriff as driving 73 miles per hour (mph) in a 55 mph highway zone. The deputy, who was on call as backup for a planned drug sting, flashed his police lights at Harris, but Harris did not slow down.
