Sandra L. Babcock, Counsel of Record Mexico filed suit against the United States in the International Court of Justice over alleged violations of the Vienna Convention on Consular Rights. It has filed an amicus brief in this case to argue that one of its citizens, José Medellín, should have his conviction and death sentence reviewed by the Texas Court of Criminal Appeals. Sandra L. Babcock is an associate professor of law at Northwestern University, where she directs the Center for International Human Rights. She received her law degree from Harvard in 1991.
