Representative Frank, of the Fourth District of Massachusetts, was first elected in 1980. He was Executive Assistant to Boston Mayor Kevin White from 1967 to 1971 and Administrative Assistant to U.S. Representative Michael Harrington (MA-D) from 1971 to 1972.
