The bill consists of one section. That section enacts new Section 48 in chapter 3 of title 18 of the U.S. Code (which deals with activities involving animals, birds, fish, and plants). New Section 48 prohibits the creation, sale, or possession of a depiction of animal cruelty with the intention of placing that depiction in interstate or foreign commerce for commercial gain. The phrase "depiction of animal cruelty" is defined in the bill to mean any visual or auditory depiction, including any photograph, motion picture film, video recording, electronic image, or sound record in which a living animal is intentionally…
