The ban was designed to stop the spread of footage of illegal dog fights and so-called "crush" videos, which contain explicit depictions of animal torture and death. The law was incorporated into Section 48 of Title 18 of the U.S. Code. Since the law’s passage, three individuals have been prosecuted, including Robert J.
