Alfred W. Putnam, Jr., Counsel of Record On March 3, 2005, a New Jersey State trooper arrested Albert W. Florence in Burlington County, New Jersey, on an outstanding civil contempt warrant from Essex County, New Jersey, relating to failure to pay a court-ordered fine. (Although the fine had in fact been settled, the State computer system had not been updated.) The trooper brought Florence to the Burlington County Jail, where, like all new arrivals, he was ordered to strip, shower, apply a delousing agent, and be inspected by a prison official for signs of contraband, fresh injuries, and gang tattoos….
