The following is an update on the status of legislative issues covered to date by Congressional Digest during the second session of the 108th Congress. Climate Change Vol. 83, No. 1 — January 2004March 21, 2004, marked the tenth anniversary of the United Nations Framework Convention on Climate Change (UNCCC), an international commitment to reducing greenhouse gas emissions and abating climate change.
