Kenneth W. Starr, Independent Counsel Kenneth W. Starr was named Independent Counsel on August 5, 1994, replacing RobertFiske. His initial assignment was to look into the Whitewater real estate dealings of President Bill Clinton and First Lady Hillary Rodham Clinton, although the scope of the investigation was later broadened to include White House Travel Office firings, access to White House personnel files, and potential criminal acts by the President involving Monica Lewinksy.
