The Cato Institute, founded in 1977, is a nonprofit public policy research foundation headquartered in Washington, D.C. It seeks to broaden the parameters of public policy debate to allow consideration of the traditional American principles of limited government, individual liberty, free markets, and peace. Timothy Lynch’s research interests include the war on terrorism, drug policy, the federalization of crime, the militarization of police tactics, and gun control.
