9/11 Commission Recommendation and Executive Order
On July 22, 2004, the National Commission on Terrorist Attacks Upon the United States released its report on the circumstances surrounding the September 11, 2001, attacks on the United States. Included in the report was a recommendation for a civil liberties board, as follows: At this time of increased and consolidated government authority, there should be a board within the Executive Branch to oversee adherence to the guidelines we recommend and the commitment the government makes to defend our civil liberties.
