Who’s following California?

In August 2019, the Colorado Air Quality Control Commission voted 8-1 to adopt a zero-emissions vehicle (ZEV) standard, making it the 13th state, along with the District of Columbia, to align, at least in part, with California’s Advanced Clean Cars Program on vehicle emissions (10 states have a ZEV standard). The power for states to work with California is granted under Section 177 of the Clean Air Act, which allows states to follow California’s standards, but not to set their own. …
