Article I, Section 8 of the U.S. Constitution details the various powers granted the Congress, such as regulating commerce, collecting taxes, and declaring war. Congress is also allowed to "promote the Progress of Science and the useful Arts" by granting copyrights and patents "for limited Times." Congress first used this power to set a maximum copyright term of 28 years in 1790, and has since revised and extended copyrights over a dozen times.
