For decades, national lawmakers have introduced proposals to grant Washington, D.C., residents voting representation in the U.S. Congress through either a constitutional amendment or legislative action to treat the District more like a State or to unite it with Maryland, a process known as retrocession.In recent years, a compromise has been considered that would allow the District’s delegate to Congress to be a full voting Member of the House but leave District residents unrepresented in the Senate.
