Seth P. Waxman, Counsel of Record Following passage of the Americans With Disabilities Act in 1990, the EEOC developed an Interpretive Guidance for the implementation of the Act, stating that a claimant’s disabilities should be considered in their original, uncorrected state. Mr. Waxman was nominated to be Solicitor General by President Clinton on September 17, 1997, and confirmed by the U.S. Senate that November.
