Theodore B. Olson, Solicitor GeneralFollowing the September 11, 2001, terrorist attacks, the United States began a global campaign against Al Qaeda and its supporters. As a result of these operations, the U.S. Government has captured and detained thousands of individuals it believes are connected to the terrorist network. The government has moved hundreds of these detainees to prison facilities at the U.S. naval base at Guantánamo Bay, Cuba, where it has held them for more than two years.
