Foreword
When Congress passed the Individuals with Disabilities Education Act (IDEA) in 1975, its goal was to provide financial support to States that agreed to provide "free, appropriate public education" for children with physical and mental disabilities. The Act, which was most recently amended in 1997, mandates that, whenever possible, children covered under the legislation should be given access to public school classrooms so they can learn and socialize alongside students their own age.
