Launch of an Investigation into the Implications of Drone Use for Civilians
The following is a statement by Ben Emmerson, United Nations Special Rapporteur on Counter-Terrorism and Human Rights. In June of last year, at the Human Rights Council in Geneva, a group of states, including two permanent members of the Security Council, as well as Pakistan and a number of other concerned states, made a joint statement asking me to carry out an investigation, within the framework of this mandate, into the use of drones in the context of counter-terrorism operations.
