The Delaware Office of Early Learning seeks to build a system for early learning and child development services that will serve children with high needs, including those who are lowincome, children with disabilities, and dual language learners. Harriett Dichter led the national policy team for the Ounce of Prevention Fund and established the Washington, D.C., office for its Federal policy and advocacy affiliate, the First Five Years Fund.
