On October 20, the World Trade Organization (WTO) ruled that U.S. Department of Agriculture’s (USDA) country-of-original labeling (COOL) regulations for meat violate trade rules by discouraging livestock imports from Mexico and Canada. The regulations were mandated by the 2002 and 2008 farm bills. WTO previously ruled against the United States in this dispute in 2008, forcing USDA to amend the regulations. Under the latest labeling requirements, put into effect in 2013, meat sold in grocery stores must indicate the country, or countries, where the animal was born, raised, and slaughtered.
