Richard A. Samp, Counsel of Record Amici curiae are seven retired generals or admirals in the U.S. armed forces, and several organizations with an interest in national security issues. Richard A. Samp is chief counsel of the Washington Legal Foundation. He received his law degree from the University of Michigan in 1980.
