The National Flood Insurance Program (NFIP) administered by the Federal Emergency Management Agency (FEMA), provides flood coverage to more than 4.9 million policyholders, including almost 600,000 in Texas. According to FEMA, Harris County, which includes Houston, has almost 250,000 Federal flood insurance policies. NFIP was started in 1968 as private flood insurance became more expensive and less available to homeowners in flood-prone areas.
