In the suit, the Respondents allege that a Missouri statute that limits campaign contributions to candidates for State office violates the First Amendment right of freedom of speech. James R. Layton was appointed State Solicitor for Missouri by Attorney General Nixon in January 1999, after serving three years as Deputy Missouri Attorney General.
