Sell was practicing dentistry near St. Louis, Missouri, when the Federal Government first charged him with fraudulently doctoring invoices to insurance companies in order to get payments. Following his arrest in 1997, Sell received a State psychiatric review, which found that he was competent to stand trial but noted that his mental condition could deteriorate further.
