Charles T. Sell was practicing dentistry in the St. Louis area in May 1997 when he and his second wife were charged with Medicaid and insurance fraud. Federal officials contended that the 47-year-old dentist was falsifying claims and pocketing cash reimbursements.Sell had a history of mental illness and, following his arrest, he underwent a court-ordered psychiatric review. He was found competent to stand trial, but his bail was revoked the following year when he allegedly tried to intimidate a government witness.
