James E. Barton II, Counsel of Record On November 3, 1998, Arizona voters passed the Citizens Clean Elections Act, which created a public financing system for Arizona State elections. Candidates who raised a set number of $5 contributions and agreed to participate in State-sponsored debates and refrain from raising outside funds would receive State money to pay for campaign expenses. After an initial disbursement of funds, candidates could receive additional money if privately financed opponents or opposing independent groups spent more during the campaign than the publicly financed candidate received from the State.
