The town of Gilbert is located in central Arizona, near the city of Tempe. In order to prevent cluttering and unsightly displays, the town instituted an ordinance regulating how and where individuals and groups may post signs on public rights of way, such as road medians. Gilbert’s sign code classifies approved signs into different categories — political signs, such as those for candidates for public office; ideological signs; qualifying event signs, intended to direct motorists and pedestrians to gatherings, activities, and meetings; homeowners association (HOA) signs; and real estate signs.
