Lester Gerard Packingham, at the time a 21-year-old college student, was convicted in 2002 of “taking indecent liberties with a minor” — a 13-year-old girl — for which he served two years on probation. Because of the nature of the crime, he was required by the State of North Carolina to register as a sex offender. That status obligated Packingham to inform local authorities of his location and avoid places where children congregate, such as schools and parks.
