The General Assembly of the Commonwealth of Virginia passed the Virginia Freedom of Information Act (VFOIA) in 1968 to “ensure the people of the Commonwealth ready access to public records … .” The law required for Commonwealth records to be “open to inspection and copying” by residents of Virginia, as well as newspapers that circulate and radio and television stations that broadcast in the Commonwealth.
