Foreword
Although America was founded and has been sustained by immigrants, our national policies in this area have wavered between generosity and exclusion — usually depending on the state of the U.S. economy. In the current period, however, lawmakers in Washington appear to be deadlocked on immigration issues — especially the question of how to handle the 10.4 million migrants who are living in the United States without legal documentation.As more and more Mexican and other migrants cross the border seeking U.S. jobs, calls have increased for a guest worker program to make their employment in this country legal and manageable….
