Representative Carter, of the Thirty-First District of Texas, was first elected to the U.S. House of Representatives in 2002. He served as a District Judge from Williamson County, Texas, from 1981 to 2001. He sits on the Appropriations Committee, where he chairs the Subcommittee on Homeland Security.
